BACKGROUND:
The world has witnessed an extraordinary 70 percent decline in child mortality over the last 50 years, and a reduction in child deaths from over 12 million in 1990 to 5.9 million in 2015. Over the same timeframe, maternal deaths declined by 43%, from an estimated 532,000 in 1990 to 302,000 in 2015. Despite this progress, significant work remains to increase coverage of high-impact interventions, strengthen the health systems that support these interventions, improve quality, and address equity gaps that are bottlenecks to ending preventable child and maternal deaths.
Building on the momentum of the June 2012 Child Survival Call to Action and the subsequent launch of A Promised Renewed (www.apromiserenewed.org), USAID’s Bureau for Global Health has mobilized to support countries to end preventable child and maternal deaths, focusing on 24 countries where over two-thirds of these deaths occur (Afghanistan, Bangladesh, the Democratic Republic of the Congo, Ethiopia, Ghana, Haiti, India, Indonesia, Kenya, Liberia, Madagascar, Malawi, Mali, Mozambique, Nepal, Nigeria, Pakistan, Rwanda, Senegal, South Sudan, Tanzania, Uganda, Yemen, and Zambia).

INTRODUCTION:

The Bureau for Global Health (GH) is the USAID/Washington operating unit charged with providing technical support to improve the health of people in the developing world by expanding health services, including family planning/reproductive health and maternal/child health; strengthening health systems; and addressing HIV/AIDS, malaria, tuberculosis, avian influenza and other public health threats. GH’s primary role in the health program area is to strengthen field operations, promote research and technical innovation, and provide leadership and training.
The Maternal and Child Health (MCH) Division within USAID’s Office of Health, Infectious Diseases, and Nutrition (HIDN) works closely with USAID Missions and international partners to: advocate for investments in improving MCH, with a focus on the major causes of mortality and associated morbidity; introduce innovative cost-effective interventions to address these issues; and leverage human, technical, financial resources to help countries improve their capacity to deliver such lifesaving interventions. The Division also works to support the Agency priority of Ending Preventable Child and Maternal Deaths (EPCMD) within a generation.
                                                                            
The Public Health Advisor (Advisor) will be assigned to the MCH Division of the Office of Health, Infectious Diseases and Nutrition. The MCH Division is divided into teams that focus on maternal health; newborn health; child health; immunization; and environmental health.
As a Public Health Advisor sitting in the Child Health team, the Advisor will help provide technical oversight of USAID’s child health investments, and will contribute to the day-to-day needs of the Child Health team.
The Advisor’s primary responsibilities will be managerial support and technical oversight of USAID’s flagship Maternal and Child Survival Program (MCSP). S/he will work in close collaboration with the USAID Agreement Officer Representative (AOR) and AOR team to effectively coordinate existing global programs to increase the uptake, use, and impact of key interventions that reduce maternal, newborn and child mortality. As an Activity Manager on the MCSP AOR Team, the Advisor will be responsible for providing technical direction and managerial support to select crosscutting activities and country programs. Cross-cutting support will cover both core and field funded MCSP programs and could include community and civil society engagement, health system strengthening, immunization, program learning, or equity and gender, for example. In addition, the Advisor will be the dedicated point-of-contact (POC) for select field supported MCSP country programs.

Responsibilities:

The Advisor’s responsibilities will be divided between support to MCSP and technical support to the Child Health Team, as follows:
Technical and Managerial Support to the Maternal and Child Survival Program (80%)
Provide management oversight and technical direction for select MCSP technical and cross cutting areas, such as immunization, child health, community and civil society engagement, health system strengthening, program learning, equity and gender;
Provide management oversight and technical direction for at least 5 field funded programs which entails reviewing workplans and budgets, communicating regularly with USAID Missions, and traveling to countries as needed to monitor the progress of program implementation;
Coordinate the annual MCSP Core workplan review process, involving other members of the AOR team as well as relevant technical representatives from across USAID;
Contribute to the day-to-day activities of the MCSP AOR team including responding to requests for information and facilitating internal communication with other offices and divisions, as necessary.
Undertake other technical and managerial tasks as assigned by the MCSP AOR.
Technical Support to the Child Health Team (20%)

Participate in internal child health team meetings, including strategic planning and resource allocation activities for GH's child health programs;
Coordinate inputs to key child health documents including annual reports and briefers, as requested;
Join country teams, participate in country program reviews and action plans, and serve as a technical and programmatic liaison among headquarters and country teams on child health priorities being advanced by the Global Health Bureau;
Stay current on technical, policy, and programmatic developments in child health. 
Qualifications:

Master’s degree or equivalent work experience relevant to international public health.
Minimum 10 years' experience in international health programs, with at least two years' experience on-the-ground in developing countries preferable.
Demonstrated experience in maternal and child health program planning, development and management, preferably with a focus on child health.
Strong ability to work both independently and as part of a team, and demonstrated experience of assuming a leadership role.
Ability to work collaboratively with staff of USAID missions, other USG agencies, developing country governments and organizations, and other international organizations.
Excellent technical writing and presentation skills.
Willingness/ability to travel internationally to developing country program sites approximately 25 percent of time.
U.S. Citizenship required. Applicant selected will be subject to security investigation and must obtain and maintain a secret security clearance. 
Functional language ability (particularly in French), is highly desirable, though not required.
